Default Weapons without damage modifier

This might be a dumb question, but ever since inscription came along, I forgot what is what...

Does all non inscribable weapons (swords, axes, hammers, bows) comes with a damage modifier? i.e. 5e, 15^50, 15 -5e, 15 -10a, 15 enchanted, 15 stance, etc. etc.

Not all non-inscribable weapons come with inherent mods ('damage modifiers' as you call them*). Not all inscribable weapons come with an inscription slot either, but they're much rarer.

*Not all inherent mods are damage related. Staves are an exception. Non-insc wands, focuses, and shields come with 2 inherents, neither of which are damage related.
